Your city,
reported.

CivicPulse lets residents report potholes, broken lights, graffiti, and other public issues in under two minutes — no account, no app, no friction. Each report is automatically categorized, checked for duplicates, and routed to the right department. Citizens track progress by reference number. Municipalities get a real-time dashboard instead of an overflowing inbox.

What's Inside

Purpose-built for municipal governance, not a repurposed helpdesk.

Zero-Friction Public Reporting

Two-minute submission with no registration. Photo, category, and a pin on the map — that is it. Every report returns a reference number for tracking, with email-only identity for status updates.

  • No account, no app install
  • Reference number on screen + email

Intelligent Auto-Triage

Rule-based auto-assignment routes each report to the right department by category and staff workload. Duplicate detection checks nearby reports by GPS proximity and category match to prevent double work. Computer vision for photo-based categorization is planned for the pilot phase.

  • Auto-assignment with workload balancing
  • GPS + category duplicate detection

Public Transparency Map

Every issue on an interactive map with category-colored markers, clustering, and filters. Searchable, filterable, and embeddable directly on municipal websites — visibility that builds trust with citizens.

  • Category-colored markers + clustering
  • Embeddable on any city website

Department Workflow Engine

A full 8-status lifecycle with a complete audit trail — every transition logged with timestamp and actor. Internal comments stay private; public updates keep citizens informed. Bulk operations and CSV export for reporting.

GDPR-First Multi-Tenant

Each municipality runs in its own isolated environment with PostgreSQL Row-Level Security. Reporter personal data is encrypted at rest, and data deletion requests are handled natively. Built for EU compliance from the database up.

  • Per-municipality tenant isolation
  • Native data-deletion workflow

Analytics & Performance

A KPI dashboard covering response and resolution times, geographic heatmaps, department and staff metrics, and daily trends. Export everything as CSV or JSON for integration with existing municipal reporting.

  • Heatmaps + per-department metrics
  • CSV / JSON export

Resident Spots & Reports

A citizen snaps a photo, picks a category, and drops a pin on the map — submitted in under two minutes. They receive a reference number on screen and by email.

Issue Gets Fixed, Citizen Stays Informed

Staff investigate, assign, and resolve — every status change logged with timestamp and actor. Citizens track progress by reference number on the public portal with no login, opt into email updates, and resolved issues stay visible on the map.

Launching with partner municipalities

CivicPulse is being developed by the engineering team at fimula.com. Core features — public reporting, auto-triage, duplicate detection, admin dashboard, and analytics — are implemented. We are now seeking partner municipalities in the EU (5,000–500,000 population) for pilot deployments.
